Incarnates are automatically given housing within the Tower, a large building mostly separated from the rest of the city, where all amenities and luxuries are provided by the vast non-Incarnate staff. Non-Incarnates who aren't staff may only enter with permission from an Incarnate.

If a non-Incarnate, or an Incarnate who wishes to live elsewhere, there are several options. Those who attend the major Academy or University can choose to board there; Incarnate will have boarding fees paid for them. Non-Incarnate may apply for a scholarship.
If not attending, there are various other residential areas around the city, for a range of incomes. Low- to mid-range homes tend to be flats or apartments. More expensive homes are houses (gardens are rare, with community parks being the main greenery of the city).
The two 'sub-cities' are the cheapest places to live, followed by the cheap residential areas marked on the city map, including student accommodation near the university.
